PHILADELPHIA, PA – A woman has been arrested after a terrifying shooting in Philadelphia that left a seven-month-old baby injured. The incident, captured on camera, shows the woman firing shots at the baby and his parents outside a home. The woman, identified as 28-year-old Dominique Billups, was apprehended by police shortly after the video was released online.
