A Houston, Texas, judge cut the bail in half of the teenager arrested for allegedly paralyzing a Vietnamese woman during a robbery attack after his defense attorney argued that his family couldn't afford the amount. A Michigan man accused of killing his mother, stepfather and ex-girlfriend after being released from jail on bond has been charged with a fourth murder.  Jonathan Welch, a Detroit resident, allegedly killed Natayla Morse, 24, prior to his original arrest in June, FOX Detroit reported.
